[Bglug] RSYNC Inclde or Exclude all for mirror image

Hi
I am using LMDE4 with RSYNC I cannot seem to find an answer googling weather I should use " Include All " or " Exclude all "
Include all takes 10 times as long to complete so I end up aborting
I visited the Rsync blog but found nothing helpful
I want to save a Mirror image so all my files pictures Games are included in the back up
All I have found is how to use commend line but No specifics on what Exactly this option does.
Any one know the answer ??
