[Bglug] Looking for rootable phone

There are two features I need:

1. turn on automatically when power is connected. don't need root for this, but my existing phone won't do it and g4 will

2. turn on hotspot when phone boots and check every ten minutes to make sure hotspot is still up. in theory there are apps that should do this but none of them were reliable enough for me. needs to be reliable because i'm remoting an alarm system through this phone.
